SVABC Annual General Meeting April 01,2023

Location: Langley BC.

Secretary: Tom Whitfin

Kurt Penner gave a short talk on Jellybean Auto Crafters and how they see the Collector program going forward with electric cars.  Love of the Hobby & new technology, the hobby is in great shape.

Govt and CVSE will have some challenges with inspection– standards, electric power can produce HIGH TORQUE almost instantly and the battery weight will be two major points to focus on.
Lorne Cocking spoke on GM may be building Electric car parts and possible new “Special Companies“ that will be authorized to do the installation in vehicles.

 Value & Cost discussed.

NHRA will have to have a new Tech line for Race track electrics / inspections.

 ICBC response to questions

1# Usage restrictions for a collector plated vehicle,

MOTOR VEHICLE ACT REGULATIONS (22A.01).     The wording is clear that it is not for travel to and from, or part way to and from, work or school.  The fact that your member is driving to someone else’s work or someone’s school makes no difference.  The licensing requirement is regarding the vehicle use.  In addition, the majority of customers take advantage of the collector rate classes and they have the same wording around allowable use.

Division 22A — Collector Motor Vehicles Interpretation22A.01   (1) In this regulation, “collector motor vehicle” means a vehicle that

(a) subject to subsection (2), is used solely for pleasure purposes and not for travel to and from work or school,

(b) the Insurance Corporation of British Columbia considers to be of collectible value, and

(c) is described in Item 1, 2, 3 or 4 of the following table:

Collector Plated; Can drive to school to watch Kids / Grandkids sports. NOT for any Classroom sessions

# 2 A BIG SHOUT OUT, APPROVED

Status of request to allow without penalty of surrendering the plates and reapplying for the Collector Plate program, of adding a spouse, daughter, or son.

Approved however it will take a couple of months for the techie people to update the system, forms etc.. Gifting to family member conditions will play a major part.

This is a great step forward.

One exception must have a new collector plate. (if one waits until the existing plate expires to renew/make the change, the old plate can be saved as a memento.

. More details coming soon

#3 Request for YOM plate

To produce a year of Manufacturer plate within the Vanity /Personal Plate program, which would produce revenue for ICBC.

Not at the present time however it will be noted for consideration.

.
#4 Hit & Run coverage changes; outside BC must have collision coverage.

Hit & Run Special endorsement. ( it’s under Collision ).

Hit & Run Insurance Coverage

Here is how it works.

If you have collision coverage, then you have Hit & Run coverage anywhere.

If you don’t have collision then you must purchase Hit and Run which only covers the vehicle in BC.

#5 Status of Modified Motorcycle Collector status.

Under Review

VIN Numbers & Compliance Stickers are mandatory for vehicles manufactured for public roads. A must have as proof for vehicle registration.

Aftermarket Bodies are an issue. Still under consideration as there is much debate about   ” manufacturer “   for Bodies after 1942.

The replica & kit car were discussed needs more work, committee formed.

SVABC Web Site Renew; the provider, has been contracted to do a re-write, updating so it identifies the device and communicates accordingly. (size of print and images, smart phones, I pads, lap tops & desk tops.)

Some buttons added for key searches like membership, just Click them.

Making it more user friendly and up to date.

Estimate in service May 15th.

A brief discussion on the effect of no date decal for license plates. Apparently, a person traveling in Washington State received a fine for expired decals. There was a comment made that police officers, can enter the plate number in their system and confirm valid registration and insurance. April fools’ joke? Actually NO

ICBC said there was a ticket / citation issued however it was by a bylaw officer, of course, with no access to a plate search.

ICBC recommendation, if you are travelling out of Province remove the decals from the license plate, to avoid confusion. Looks better without them
